Health risk communication is critical to emergency management. The
objective of this research was to describe, assess and determine the gaps
and benefits of the Risk Communication and Community Engagement
(RCCE) reflecting on the COVID-19 outbreak in the municipality of
Palompon, Leyte. Employing a simplified Government– Expert–Public
risk communication model, it was found that, in terms of interactions
between the government and general public, the government and
experts, and the experts and general public, the respondents described
a collaborative network for effective risk communication. In terms of
assessing the RCCE in terms of its goals, action steps, systematizing risk
communication, coordinating with internal and external partners,
communicating to the public, engaging the community, addressing
uncertainty and perceptions, managing misinformation, and building
capacity, the respondents answered positively. It was found that
although among the challenges, it was Information gaps on the disease
and prevention measures, especially early in the response, which may
lead to more rumors and misinformation ranked highest, the top benefit
of the implementation of RCCE in Palompon was plans, guidelines,
strategies and activity plans were in place to support RCCE activities. The
whole communication process is recommended to incorporate the
accessibility of risk information, the timing and frequency of
communication, and the strategies dealing with uncertainties. It is
recommended that the accessibility of information should be improved
to form convergent points in the whole communication process,
especially when dealing with uncertain issues, should keep the public
regularly informed, and should take care of the communication
strategies dealing with such uncertainties.
