This study assessed the implementation of solid waste management (SWM) in Palompon, Leyte, in line with Republic Act
9003. It examined awareness, attitudes, and practices of households toward SWM. It also analyzed the effectiveness of
institutional mechanisms supporting program implementation. Finally, it identified strengths and gaps in municipal
compliance. A descriptive research design was used to collect data from households and municipal staff. Stratified and
cluster sampling ensured representation across barangays and demographics. Data were gathered through a structured
survey administered to 200 respondents. Inputs from the Municipal Environment and Natural Resources Office were also
included. Descriptive statistics, chi-square tests, spearman’s rho and regression analysis guided interpretation. The study
showed high awareness of Republic Act 9003 and generally positive attitudes toward SWM. Segregation practices reached
80% compliance, but composting and hazardous waste handling were limited. Demographics were not significant
determinants of compliance, while segregation strongly predicted effective practices. Institutional gaps were observed in
barangay-level enforcement, MRF coverage, and hazardous waste protocols. Technological investments supported diversion
but required consistent segregation and financing. Palompon demonstrated progress in waste management yet faced
constraints in enforcement and grassroots participation. Sustainability required stronger institutional support, empowered
barangay councils, and functional facilities. Integration of community engagement with technological initiatives was
necessary to achieve long-term system resilience. The study contributed empirical insights on municipal SWM in the
Philippines. It highlighted segregation practice as a cornerstone of program effectiveness. It also showed how innovation
complemented, but could not replace, governance and community participation.
