The Project seeks to determine the responsiveness of the Philippine health system by measuring the indicators stated in the Monitoring and Evaluation for Equity and Effectiveness (ME3) for a responsive health system. This is to be accomplished through the collection and analysis of primary and secondary data on:
1. The level of awareness of the general population on the following selected DOH programs and projects
2. The level of utilization of health products and services of the selected DOH programs and projects
3. The percentage of clients that perceive poor responsiveness in hospital inpatient and outpatient facilities and services
4. Client satisfaction indicators
