The identification of community group leaders has been challenged with the advent of
information communication technology (ICT). Using the social network analysis, a protocol
on identification of emerging farmer-consultants was explored. The protocol included the
application of sociometric instrument among the farmers in a rice community, and data
processing through social network analysis. The sociometry established the knowledge
donating, knowledge seeking, affective, problem, leadership, linkaging, and adopting decision
ties of the rice farmers. Using the protocol, the emerging farmer-consultants had surfaced.
The emerging farmer-consultants had these inherent characteristics: 1) high in-degree links
in terms of knowledge seeking, affective, leadership, problem, and adopting decision ties; 2)
high out-degree links in terms of knowledge donating, and linkaging ties; 3) knowledgeable
and trustworthy; and 4) ICT literate. The farmer-consultants that were surfaced using the
explored protocol had matched with the farmer-leaders in existing farming communities who
were identified conventionally by the program implementers.
