The study asserts that microenterprise operators comply with their basic legal responsibility
– business licensing – depending on their capacity and commitment as put forward by
complexity critique. Descriptive survey design was employed and chi-square test, odds ratios,
and relative risk estimates were used in data analysis. It was found out that all endogenous
factors considered in this study which includes sex, education, and estimated monthly sales
of the microenterprise operators are highly associated with the compliance decision. All
exogenous characteristics except for length of business operation and awareness are related
to microenterprise operator’s compliance decision. This comprises proximity to regulatory
authority, information sources, and business capital. The complexity critique applies to the
compliance of microenterprise operators to business licensing.
