The project study “Lived Experiences of Implementers in Enforcing Fishery Laws in Tanauan, Tolosa and Dulag
Leyte” aimed to explore the firsthand experiences of Bantay Dagat (sea guards), the Philippine National Police
(PNP) and Bureau of Fisheries and Aquatic Resources (BFAR) in enforcing both national and local fishery laws.
The proponents of this study found that most of these implementers face significant challenges in carrying out their
duties and responsibilities which often hindered by limited resources, resistance from violators and lack of support
from the Local Government Unit (LGU)
This study was driven by the researchers’ concern and curiosity on how these frontline enforcers face and cope with
these challenges. In addition, the experiences of the officers in handling cases towards the violation of fisheries and
aquatic laws which are lacking in literatures, may help enhance the services of our implementers and address some
issues encountered in responding to a case. Moreover, it is the hope of the researchers that through this study, it
may contribute to providing solution of the problem that will serve as a guide for policy improvements and strengthen
the support system for fishery law enforcement in the region.
