Stakeholders' participation in the water resources protection and development in selected watershed areas in the Philippines

Under the RDEP 3 Project 4 entitled "Stakeholders Analysis on Water Resources Protection and Development in Selected Watersheds in the Philippines", the study was conducted by ERDB and ERDS of the six piloted regions, CAR, I, 2, 3, 4A and 6. Generally, the study aimed to determine the appropriate mechanisms for participatory water resources and development of thirteen watersheds sites.

Specifically, the study was carried out to: a) assess and document various mechanisms employed in the protection and development of water resources in the watersheds; b) identify and determine the stakeholders roles in the water resources management; (3) determine and establish mechanism for participatory management on water resources in selected watersheds; and 4) draw recommendations and strategies for water resources management.

Data were generated from the discussions of key persons who were involved in the water resources programs/projects/activities through key informant interviews, focus group discussions, consultative meeting, and one-on-one personal interviews with the households/water users as well as literature reviews. The data were analyzed using stakeholder analysis, stakeholder management theory and problem analysis.

Assessment of three institutional mechanisms in the water resources protection and development in the watersheds were identified, namely: {l) Community-Based Led Organizations-LGU-NGO-Private sectors partnership; (2) DENR-LGU-Other Stakeholders Co-Management; and (3) Private Water Service Provider-DENR-LGU-Other Stakeholders Co-Management. The institutional mechanism for participatory and collaborative approach of having more stakeholders also adopts the integrated water resources management in a river basin and other water resources.

Different stakeholders played important roles in water resources management like the Department of Environment and Natural Resources (DENR) and Local Government Units (LGUs) in protecting and developing the water resources within the watershed areas. Also, the involvement of other stakeholders such as the communities in the upstream and downstream, water service providers, water users, NGO, private sector and individual entities need to be involved in managing the watershed.

Among the thirteen (13) watershed sites, the Nabaoy watershed in Malay, Aklan is the model institutional mechanism to propose the Nabaoy River Management Board in protecting and conserving the water resources by its primary stakeholders. In the situation that similar institutions existed, i.e., PAMB and/or Watershed Management Council could be tapped to implement the collaborative endeavors.

To implement the water resources stakeholders management strategies on the ground, 4 strategies are identified: (1) establish arrangements which encourage an integrated watershed approach to water resources management; (2) adopt a strategic and proactive approach to water
resources management; (3) promote and participate in the programs to encourage land and water management practices which benefit the rivers, streams, and creeks; and (4) investigate and promote research into priority water quality issues.

In this study, stakeholder identification and analysis provide an important step to assess the impact of management of people, institutions and water resources planning process. The results are encouraging that should be validated in actual water resources project. An important target for future studies is a stakeholder analysis method for identification of risk impacting each stakeholder.
