SolarSafe is a feasibility study that explores the use of renewable energy systems—particularly off-grid solar PV with
battery storage—to improve disaster resilience in evacuation centers across Eastern Visayas, Philippines. The
project addresses the region’s ongoing vulnerability to typhoons and power outages by assessing how evacuation
centers can serve not only as safe shelters during emergencies but also as reliable sources of energy for essential
services like lighting, communication, and medical equipment.
The study investigates the technical, social, environmental, and economic viability of solar-powered solutions. It also
emphasizes modular system design, potential for integration into the local energy grid, and community-led operation
and maintenance. By involving local government units, communities, and national agencies, SolarSafe aims to
develop a sustainable model for energy-secure, disaster-ready infrastructure that can be scaled and replicated
nationwide.
