Addressing foundational learning gaps remains a pressing challenge in elementary education, particularly
in literacy and numeracy. Helping these young learners who struggle in these areas continues to be an
important goal in elementary education. Hence, this research paper aimed to evaluate the effectiveness of
the CALINGA (Conducting Adequate Literacy Intervention & Numeracy Game-based Activities) Program in
enhancing the literacy and numeracy skills of elementary learners in Palompon South Central School,
Palompon, Leyte for the school year 20024-2025. Specifically, it sought to determine the literacy and
numeracy level of the learners before and after Project CALINGA has been implemented, it sought to
determine if there is significant difference between the learners’ literacy and numeracy level before and
after Project CALINGA has been implemented. This paper utilized action research design and the mean,
standard deviation, and t-test of paired samples were the statistical tools employed. The findings showed
that before the start of Project CALINGA the grade2and 3 learners were developing readers have improved
into developing readers. The results also revealed that the grade 4 and 5 learners who were identified with
nearly numerates level have enhance its skill to moderately numerates. Statistical analysis confirmed that
these improvements were significant. These results suggest that Project CALINGA was effective in
addressing learning gaps in literacy and numeracy. It is therefore recommended that the program be
sustained and expanded to continue supporting the development of learners' reading and mathematical
skills.
