The procurement process for acquiring goods and services in the government of the Philippines is regulated by the Government Procurement Reform Act (R.A. 9184). This act aims to modernize, standardize, and regulate the procurement process, which includes the acquisition of all items, supplies, materials, and general support services except for consulting services and infrastructure projects. The case study discussed in this study highlights concerns about the procurement process at the University of Sunflower, a government university located in the central Visayas region of the Philippines. The presence of procurement bias in an organization
raises questions about the fairness and impartiality of the procurement process. This can result in resentment and mistrust among employees and harm the overall unity and effectiveness of the organization. That’s why the president of an organization will address procurement bias by requesting justification from the BAC chair, drawing attention to the justification with the Dean, establishing a Procurement Management Team/Committee and investing in new technologies. The Procurement Management Team will track procurement activity, streamline processes, and minimize risk exposure, while ensuring compliance with university bylaws, laws, and regulations. The president will also ensure that each official involved in procurement has clear, legally defined duties and will investigate and hold them accountable for their actions.
